Federal Contractor Certification Program Print E-mail

The Association of Procurement Technical Assistance Centers (APTAC) and the Center for Veterans Enterprise (CVE), with the assistance of the Defense Acquisition University (DAU) have teamed to create the “Federal Contractor Certification” (FCC).  The FCC is a training program for business owners intended to help them understand Federal Contracting, respond intelligently to solicitations and perform successfully once a contract has been won.  CVE will issue certifications to Veteran-Owned businesses (trainee) that successfully complete the requirements; APTAC will confer certification to other categories of participants.

The FCC program consists of four levels of certification, each built upon successful completion of the previous levels. Level 1 certification covers Basic Understanding of Federal Contracting. Level 2 covers Teaming, Joint Ventures and Legal Issues. Level 3 is industry-specific: the participant chooses his or her particular industry to learn the issues, regulations, or policies that are unique to that industry. Level 4 is the most advanced and covers Special Certifications, Large Contract Vehicles and Advanced Issues. Each DAU module requires successful completion with a 100% pass rate on the end-of-course test; participants will receive credits for each module they pass.

To participate in the training program, interested business owners in Puerto Rico must register with a counselor at the Puerto Rico Procurement Technical Assistance Center (PTAC) by calling 787-758-4747 x. 2268 or via email at This e-mail address is being protected from spambots. You need JavaScript enabled to view it .  The PTAC counselor will interview the owner to determine eligibility for the program, which includes federal registrations.  Once registered, owners will take required course modules at their own pace, and present completion certificates to their PTAC counselor.  When all topics in the level have been completed participants will be eligible to take the comprehensive level exam.  There will be a minimum number of questions from each topic that require to be passed in order to pass the overall exam.  Those passing the exam will be presented with a lapel pin, logo and certification to advertise their capability.
